Development Finance and Public Value
How should institutions assess development claims alongside financial and commercial performance?
Status, question and scope
Research question
How should institutions assess development claims alongside financial and commercial performance?
Scope
Development finance operates through investments expected to meet financial and policy tests. Public value claims therefore require attribution, transparent measurement and attention to who bears risk.
Key findings
The reviewed sources support the following bounded findings.
- CRS identifies debt, guarantees, insurance and technical assistance as distinct development-finance tools with different constraints.
- DFC reports projected and realized development effects through its agency framework; those figures should be attributed as agency-reported.
- Commercial viability, additionality, distribution, public obligations and institutional capacity are separate questions.
Evidence interpretation
What the evidence establishes
- CRS identifies debt, guarantees, insurance and technical assistance as distinct development-finance tools with different constraints.
- DFC reports projected and realized development effects through its agency framework; those figures should be attributed as agency-reported.
What requires judgment
Development finance operates through investments expected to meet financial and policy tests. Public value claims therefore require attribution, transparent measurement and attention to who bears risk.
Application beyond the source setting is ASPC analysis and should be tested against the authority, capability, risk and conditions of the institutions involved.
4ASPC application and limitations
Proposed application
- Separate the investment case, development thesis, public exposure and institutional dependencies.
- Report projected and realized results using stable definitions and disclose material changes.
- Use external evaluation before making causal or system-wide impact claims.
Limitations
- This brief is not investment advice and does not assess any DFC transaction.
